Will it import back into my tool?

The file keeps the tool's own structure, and only the targets and their status change. We checked this against real exports from each tool, but we have not certified an import in Trados, memoQ and Phrase themselves. Open a small file in your tool first.

Can I get only some segments back?

No. The whole file comes back, because your tool maps every unit back by its id. Use your instruction to leave segments alone.
